Thank you Madam President,

Allow me to thank the High Commissioner and her office for the comprehensive report, as well as the other participants in today’s insightful dialogue.

Madam President,

The report outlines a worrying human rights situation of widespread, systemic and ongoing violations. Individuals are not only killed in the context of the so-called “war on drugs”, but OHCHR has verified the killings of over 200 human rights defenders, journalists and trade unionists. The report refers to persistent impunity for human rights violations and notes that the practical obstacles to accessing justice within the country are almost insurmountable.

Those that bring attention to the situation face legal challenges, with media networks losing their license to broadcast and journalists such as Maria Ressa and Reynaldo Santos, and senior politicians critical of the Government such as Leila de Lima, are subject to legal proceedings. These cases constitute a serious threat to freedom of expression and media freedom.

Madam President,

As the initiator of last year’s resolution on the situation of human rights in the Philippines, we regret the initial reaction of the Government to the resolution. On the other hand, we greatly appreciate the Governments participation in today´s dialogue. This dialogue with the Council and OHCHR is key in addressing the recommendations of the report and we look forward to further engage with all stakeholders on their follow up.
